M-Governance

Introduction:- M-Governance is a sub-domain of E-governance. It ensures that electronics services are available to people via mobile technologies using clevises such as mobile phones. It refers to collection of services as the strategic use of government services and applications which are only possible using cellular/mobile telephones, laptop computers, personal digital assistants and wireless internet infrastructure.

Benefits of M-Governance:- 
1. Cost reduction & Saving.
2. Proficiency.
3. Transformation of public sector.
4. Better services to the citizens.
5. Easy interaction.

Case of developing countries:-
1. Turkey:- 23.3 million people out of 69.6 million people are mobile users.
Increase in mobile phones users.
Apps- MOBESE (Mobile electronics system integration)
TBS (Traffic Information System)

2. Czech Republic:- Mobile phones have penetrated in 95% of 10 million population, one of the highest in and probably in the world. Since the mobile technology is very high, M-Government application are more effective and quick.
Example:- One day critical information delivery for citizens.

3. Philippines:- The mobile phones penetration in Philippines is 23.8% which accounts to 20 million mobile phone users out of 84 million population.
Example:- TXT CSC - SMS services launched by civil service commission to increase the efficiency and speed of service delivery.
Reporting Criminal Offense.
Polling coverage through SMS.

M-Governance in India:-  Govt. of India aims to utilize the massive reach of mobile phones and harness the potential of mobile applications to enable easy and round the clock access to public services, especially in the rural areas and to create unique infrastructure as well as application development ecosystem for M-Governance in the country. 
The Govt. of India is implementing the "Digital India" programme with a vision to transform India into a digitally empowered society and a knowledge economy.

Following are the main measures laid down by MEIT-
* Websites of all government departments and agencies shall be made mobile-compliant, using the "One Web" approach.
* Uniform/single pre-designated numbers shall be used for mobile-based services to ensure convenience.
* All departments and agencies shall develop and deploy mobile application for providing all their public services.

Today the mobile phone is not used as a communication tool to instantly communicate or send and get text and voice messages. It has emerged as the strongest technology to bridge the digital divide between urban and rural. Within two decades of its launch in India, mobile phones has reached remote rural areas despite hurdles like lack of connectivity and electricity and low level of literacy. On the other side it has created lakhs of direct and indirect job opportunities for the youth.
